patch 9.1.0980: no support for base64 en-/decoding functions in Vim Script

Problem:  no support for base64 en-/decoding functions in Vim Script
          (networkhermit)
Solution: Add the base64_encode() and base64_decode() functions
          (Yegappan Lakshmanan)
