patch 9.1.0718: hard to know the users personal Vim Runtime Directory

Problem:  hard to guess the Vim Runtime Directory
Solution: Set the $MYVIMDIR environment variable to the users
          personal runtime directory (e.g. ~/.vim on Linux)
