patch 9.1.0932: new Italian tutor not installed

Problem:  new Italian tutor not installed
Solution: add Makefile rule, include it into the Filelist
          ("Philip H." <47042125+pheiduck@users.noreply.github.com>),
          update the tutors help file

closes: #16215
