fix(api): ignore 'autochdir' when renaming other buf (#28376)

Browse Source 
Problem:  Renaming non-current buffer changes working directory when
          'autochdir' is set.
Solution: Temporarily disable 'autochdir'.  Add more tests for the
          win_set_buf change.
